  They were limiting the mail geographically. If you weren't in one of the chosen countries then you would not be able to sign up even with invite.

What I find far more interesting is not that gmail will be open for all, but that they now have plans on allowing you to pay for even more space. At one time 2 gigs seemed like a lot of e-mail, but between attachments and getting used to not having to delete anything, that mailbox can get filled up with time. Especially for e-mail power users.
